The new round of airport concessions: what lies ahead?

The public consultation conducted by the National Civil Aviation Agency (ANAC) on the draft Auction Notice and Concession Contract for the 4th Round of Airport Concessions, covering the concession of the Salvador, Porto Alegre and Florianópolis Airports, ended on the 20th.

ANAC is currently analyzing the contributions received during the consultation phase and is expected to launch the tender soon.

The new concessions are highly attractive in terms of competitiveness, since they include airports with positive figures in INFRAERO’s statistics. For example, the airports of Salvador, Porto Alegre, Fortaleza and Florianópolis currently rank 8th, 9th, 12th and 14th, respectively, in the national ranking by number of passengers processed, holding similar positions in number of passengers carried.

Moreover, even if the projects in question did not hold prominent positions in the national statistics, their appeal would lie in their role as intermediate hubs between one airport and another, highlighting their competitive potential relative to airports located in areas that are harder for passengers and/or cargo to reach.

The tender notice and draft contract released for the next round of concessions sought to make ANAC’s procedures more flexible, so as to make the tender more competitive and, consequently, the concession fees offered higher.

The first measure adopted by ANAC — which, incidentally, removes a series of obstacles previously faced by the agency — relates to the removal of INFRAERO as a shareholder of the future Special Purpose Company (SPE) to be set up to manage the concession. This means that the concessionaire will have greater freedom in managing the project, even though it operates in a regulated environment.

In this round, unlike the others, each bidder (Brazilian or foreign legal entity or consortium of companies) may be awarded up to two airports, provided they are not located in the same geographic region (as defined by Decree No. 67,647 of November 23, 1970).
