The São Paulo government will engage with the city governments of at least 15 inland cities that issued decrees authorizing gyms, beauty salons and barbershops to open.
The activities were deemed essential by President Jair Bolsonaro, which allows these establishments to operate even during the covid-19 pandemic.
After that, municipalities such as São José dos Campos, Penápolis, Atibaia and Pindamonhangaba decided to reopen the establishments offering these services.
This Thursday (14th), however, São Paulo’s Secretary of Regional Development noted that the State government will not follow Bolsonaro’s decree. According to Marco Vinholi, the city governments that relaxed the rules will be advised to close the establishments again.
Following the São Paulo government’s recommendation, city governments such as Guararapes and Ribeirão Preto, which had allowed them to open, backtracked.
According to attorney Giuseppe Giamundo Neto, an infrastructure contracts specialist, municipalities do not necessarily have to follow the recommendations of the state or federal government.
According to the attorney, for cities to be able to reopen gyms, beauty salons and barbershops, they must issue decrees aligned with the presidential decree.
Otherwise, what prevails is the requirement imposed by the State government which, in the case of São Paulo, ordered a quarantine until May 31, without reopening these establishments.
