The winning company will be responsible for renovating, managing and maintaining the Administrative Complex

Mayor JHC and Deputy Mayor Rodrigo Cunha attended, this Friday (17), at B3 in São Paulo, the auction held by the City of Maceió for the Public-Private Partnership (PPP) that will be responsible for renovating, managing and maintaining the Municipal Administrative Complex in downtown Maceió.

The consortium formed by Engemat – Engenharia de Materiais LTDA and Telesil submitted a consideration bid of BRL 4.9 million and won the auction, which will bring private investment of more than BRL 200 million to rebuild the Administrative Center.

Contracting through a PPP ensures contract efficiency, since the municipality of Maceió will only begin paying the consideration to the Concessionaire once the buildings are delivered fully operational.

In addition to modernizing public management, the initiative will generate annual savings of 28.7% for the public coffers, easing the municipal budget and freeing up resources for other areas.

The tender notice for the PPP was published in the Official Gazette of the Municipality of Maceió on December 3, 2024, and established the Competitive Tender No. 001/2025 modality, with the winner being the bid with the lowest maximum monthly consideration to be paid by the municipality to the winning concessionaire.

This is the first PPP in Maceió’s history. The concession has a 30-year term and planned investments of BRL 200 million.

The project involves transforming three buildings — the Palmares, Ary Pitombo and Iapetec buildings — which once housed federal public administration bodies, were abandoned and ended up being acquired by Mayor JHC’s administration. The revitalization of the buildings and their surroundings is one of the proposals of the Novo Centro Program, a flagship of the administration.

The Administrative Complex will bring together in one place several municipal bodies and departments, centralizing activities currently spread across several buildings, many of them rented. It will also be an important job generator.
